On March 13, 1789, he wrote to Judge Yeates, of Lancas- ter : " Sir, I consider it almost certain that the permanent residence of Congress will be agitated at the ensuing session, desirous as I am to bring forward information from every part of Pennsylvania to throw light on this important subject.
