How appropriate and how beautiful it was for a Representative from Pennsylvania [Mr. Graham] to introduce, and by unanimous vote in both House and Senate, to secure the passage of a bill having for its object the complete obliteration of sectional prejudice so far as that can be done by law. I refer to the act repealing the statute requiring proof of loyalty to the Union of those who seek reimbursement for damages sustained during the Civil War.
