...ned, and the entire industrial development of that section of the country is arbitrarily changed. However, the gain to the defence of Russia can scarcely be exaggerated. Russian fleets can now, without coming out into the open on the Black Sea, pass from the northwestern part of that sea to the Caspian, — from Odessa and Kherson to Mikhae- lovsk, the Caspian terminal of the central Asiatic railway, — while invasion by land is rendered difficult by the almost impregnable fortress of Sebastopol.
