It pro- vided for the passage of the sundry civil appropriation bill, involving $116, 795, 327, and allowed only forty minutes of debate, no opportunity for amendment, even under the five-minute rule, a>nd no motion to recommit. It was charged in the discussion, and not disputed, that this rule was a verbatim copy of one formerly drawn and used by the old Republican organization. It wa...s adopted, 221 to 110, with 101 not voting (2).

The Cullop Amendment.
