Mr. Rous's tefti- m...ony at the Bar of the Lords, upon this oc- cafion, gave great fcandal to the more violent Partizans of Dividend. He ftill thought, as before, that granting to Government, or divi- ding among ourfelves, before the Company's extra- debts were paid, and the difficulties at home removed, was beginning at the wrong end; but at the fame time maintained, that the Proprietors were entitled to a preference. Being examined as to the Eftimate, he ex- plained the principles upon which it had been formed, and affigned fome reafons for be- lieving the receipts [c] were confiderably over-rated.
