The Russian towns were composed, first, of a fortress or kreml, generally built with wooden walls, into which at need a garrison of militia could be sent ; next, of districts or wards inhabited by the citizens or merchants. They were governed by voievodui nominated by the prince, or by a starosta, or mayor, who was elected by an assembly of the inhabitants, nobles, priests, or citizens, but was always a gentleman. The impost of the taglo was paid by the town collectively, in pro- portion to the number of fires, and all the people were collec- tively responsible for each other to the state.
