Against such audiences the polished invective which Mr. Phillips employs with such merci- less force was ...a weapon of self-defence. He has been heard on the lecture-platform by large numbers of Americans, but his greatest speeches were delivered elsewhere than in lyceums ; many of them to the mobs; many of them before legislative committees, equally hostile but more orderly. There is no speaker either in England or America who can be compared with Phillips in grace and elegance, whether of appearance, manner, or diction. His oratory has a magical quality, a charm that wins every audience, but is indescribable, a force and splendour which partly explain the immense influence on the popular mind MR.
