In conclusion, will recommend that to eliminate industrial stri...fe that the Bureau of In- dustrial Statistics recommend to the next General Assembly of the State of Maryland that a Compulsory Board of Arbitration be established to handle all labor troubles; that the city of Baltimore operate a municipal electric lighting plant, and a law imposing a heavy penalty for securing or for importing men under false pretenses be enacted.
