Soon after came the trouble over the Civil Rights bill between the President and Congress, and six months later the President appointed to the place Mr. Smyth, a successful merchant of New York, who, like most of his associates, was an active critic of politics and politicians, but seldom took enough interest in elections to vote, and had no at- tachments which were binding to any party.

He had been disappointed in securing the position of Attorney-General, but the President had immensely gratified him by signing a passport, given by the State De- partment and written on parchment, commending him as a distinguished citizen to the representa- tives of our government all over the world, and also giving him a commission as special envoy to treat with the British government upon the regulations which they had made against the introduction of American cattle.
