WILDERNESS WATER RIGHTS The California Desert is one of the most arid parts of the United States. In those rare areas where water is present, it is essent...ial to protect it. We support the language in H. R. 518 that reserves a federal water right for the designated wilderness areas, establishes the priority date of such rights as the date of enactment of the legislation, and requires appropriate Federal officials to take all steps necessary to protect these rights.
A reservation of water rights must be included in the legislation to make it clear that Congress intends to provide sufficient water to fulfill the purposes for which the wilderness areas are designated.
