The time-frame for this change is certain to be fairly long, and the process of chanae evolutionary. In evaluatina a system which aims at level 4, one must assess not so much the svstem as its impact. Technical elegance, quality of solutions, etc. , critical for level 1, are much less relevant for level 4. In fact, it may even be that a system that aims at level 4 should be deliberately simple to the point of being inadequate in terms of level 1.
