How- ever, the provision relating to the notification of cooperative mem- bers is effective for taxable years beginning on or after the date of enactment of the Act (April 7, 1986).

Tax treatment of railroad retirement benefits (sec. 13204 of the Act and sec. 86(d) of the Code) Present and Prior Law Under prior law, a portion of Railroad Retirement system bene- fits computed by using the social security benefit formula (tier 1 benefits) were subject to Federal income tax for taxpayers whose incomes exceed certain levels (generally, $25,000 for unmarried in- dividuals and $32,000 for married individuals filing a joint return).
