But an important conclusion is suggested respecting the probable direction of industrial reform. At one time it s...eemed that an obstinate deep-rooted antagonism, proclaimed and accentuated by Trade Unions, existed of necessity between employers and employed, and that the effectual remedy consisted either in establishing a partnership between master and men by some system of profit-sharing, or in enabling the workmen to start a business on their own account under some form of co-operative production. A further possibility has now been discovered ; and, though some may regard it as an unsatisfactory com- promise, and hold that profit-sharing or co-operative production is the true and final remedy, on the other hand these systems, once considered unimpeachable, have disclosed serious defects, and in actual practice, it must be confessed, have not afforded much ground for encouragement.
