The military territory is divided into eight "mixed communes" and fifteen "native com- munes " (the last-named corresponding to the Arab tribes of the High Plateaus and the Sahara), administered by " Arab bureaus." It comprises the subdivisions of Aumale and Médéa (Algiers), of Batna and Constantine (Con- stantine), and of Mascara and Tlemcen (Oran).
