In anumber of the Departments there are also one, two, three or fourassistant secretaries, according as the business of the departmentsrequires. For convenience in the despatch of business, the departmentsare divided into bureaus, the bureaus into divisions, and the divisionsinto rooms, until, finally, the individual workers--the clerks--arereadied.
