CONSTITUTIONAL CONVENTION Among the serious obstacles to a thorough reorganization of state administration in Illinois, are the constitutional provisons for the election of a number of executive officers in addition to the governor; and a complete scheme of administrative reorganization will require the amendment of the state constitu- tion.
