In this denial of individual rights in the instruments of production, or of individual freedom in... productive activi- ties, we have, I think, a distinct survival of communism, which, again, is an expression of the mystical motive.
How is the individual to be induced to regulate his productive activities for the good of all? Well, partly, no doubt, by a set of institutions which will offer him on the one hand positive encouragement, and on the other hand will prescribe penalties for the exploitation of productive conditions for private ends. So far, in- deed, the conception is not mystical. But so far the scheme of socialism differs not a whit in idea from the individualism advocated by Bentham.
