Although a most earnest sup- porter of the system of protection, he had gone even to the point of exposing himself to the charge of treachery to the cause, in an effort to satisfy the tariff-reformers without yielding the principle. If his judgment had prevailed, the free trade sentiment would have had far less influence, than it actually exercised in assisting the political revolution. Popular indignation was aroused by the large expenditures sanctioned by Congress, which were regarded as reckless and extravagant, and were suspected to be tainted with corruption.
