OVERVIEW OF THE FINANCIAL STATEMENTS The Lottery is classified as a special-purpose government fund engaged only in business-type activities. The Statements of Net Assets provides information about the nature and amounts included in both short-term and long- term assets and liabilities at the end of the year. Long-term fixed assets are capitalized and depreciated over their useful lives. Because the Lottery is required to transfer all "profits." or the excess of assets over liabilities, to the State's General Fund, its "net assets" will always be zero.
