The bank typically had a great many very small trusts, so this was a burdensome job, and it really wasn't being properly worked out.
One of the simple things was when you had some kind of veteran trust, the best they could do was just to buy a class E bond. There's no administration required to it. So the theory was to separate the more responsible role of setting policies.
