Thus, system capability appears to be more related to the process-based as opposed to the outcome-based objectives of planning. Further support for this conjecture is provided in the fact that system capability ranked near the bottom in three of the five runs based on the relative performance variables, although when the grouping for discriminant analysis was based on the performance composite, it ranked second (see Table 8) .
