The engi- neer must make his recommendations based upon the mile- age of roads to be resurfaced, the available funds and mate- rial, character and amount of traffic, climatic conditions, etc. There is such a wide range in the kind and quality of mate- rial suitable for resurfacing that there can be no comparison between
...roads resurfaced with thelbest lime or trap rock or sharp sand bonded together with bituminous cement, as com- pared to a soft white lime rock or inferior gravel or sand and clay treated with a light oil or tar. The best material and methods of construction* are none too good to meet the changed traffic conditions, as the auto truck and the farm tractor are in evidence everywhere on our roads. The dam- aging effect of this traffic and the increased cost for mainte- nance resulting therefrom is a matter for careful considera- tion by the highway engineer.
