I notice also that Mr. Folger asks that all merchandise be invoiced at its ' actual cost ! ' But how can there be a ' cost ' price of a thing if nothing like it has ever been sold? Or are goods consigned by a maker to be invoiced at the ' cost ' of manufacture, which must neces- sarily be less than the selling price and less than the price at which a buyer must invoice?
