What SirFREDERICK does not know about the art of Parliamentary obstruction isnot worth knowing, an...d he evidently means to use his knowledge forall it is worth. He even succeeded--a rare triumph--in drafting aninstruction to the Committee which passed the SPEAKER'S scrutinyand took a good hour to debate.
