The 39th Legislative Assembly amended Section 59-1110, R.M.C., 1947 to provide that the contribu- tions with respect to services of school district employees, equivalent to the employers' tax established by the Federal Social Security Act shall be the first obligation against any state funds received for school support by any school district, high school district or county high school, and shall first be paid therefrom.
