The City of Oakland, California, by ordinance provides that: "Every contract for work to be performed for the City of Oakland or for materials to be furnished in the performance of any public work or in the construction of any public building or other structure for the City of Oakland, shall provide, in the 40 performance of such contract, no workmen except workmen resid- ing in the City of Oakland shall be employed and no materials except materials produced or manufactured in the State of Cal- ifornia shall be used, except in case such material cannot be obtained, and all materials required to be used or furnished as aforesaid, shall, so far as possible, be purchased from material dealers in the City of Oakland." The City of Baltimore, Maryland, has a regulation to the effect that pref- erence shall be given by contractors furnishing municipal supplies or doing public work for the city to laborers who are not only residents of the city, but who are also registered voters.
