No increase of duties has ever accomplished this purpose for more than one year after its enactment, after which imports have always become larger than ever. There is only one way in which " protection" can permanently reduce imports, viz. : By reducing the pro- ductive forces of the country so as to impair ...its power to either import or export. In the end we will export as much as we will import, and import no more than we export, unless we have capital engaged in foreign commerce, when the excess of our imports will, as is the case with England, be composed of a portion or all of the profits of that commerce.
In consequence of this economic law a high tariff will generally produce excess of revenue. This is our 30 SLAVERY AND "PROTECTION. " present condition; and here comes a striking contrast between the present and the olden time.
