We are all, Mr. Clerk, in the habit of hearing much said about principle and party, but I think the gentleman from Pennsylvania, [Mr. Jones, ] in the preparation of his resolution which was adopted by the Democratic caucus, and the per- sistence of that party in adhering to that resolu- tion, only show what is by no means uncommon, that there is a proncness in all men to confound mere principle with party.
