When the men who are controlling these two Companies come to Congress with the statement, that in a contract they have made with the Government they have been wronged, that there are equities in their favor which should be considered : when they say they entered into a contract with the Government, in which certain things were expressed, and that between the lines of that contract more was implied, and that effect should be given to the implied as well as the express terms of the contract, they are, at least, entitled to a respectful and impartial hearing by the repre- sentatives of the people.
