But Central Europe has a history of wars almost unceasing behind it, and in spite of the nominal existence of the Holy Boman Empire, the great historic Federation of the middle ages, over so long a period of time, war cannot be said to have proved very reliable as an instrument of Federation.
It is worthy of note that even after the death of the old Empire, there arose at the time of the Napoleonic Wars another Germanic Confederation including Austria as well as Prussia and the other German States, which lasted down to the time of the quarrel over the annexa- tion of Schleswig-Holstein.
