" CoMMODOEE,— I am directed by the President of the United States to communicate to you the satisfaction he has derived from the prompt co-operation of the naval forces of the United States, with the array on the Rio Grande.
"Your immediate procedure to the scene of hostilities was pre- cisely the course the Department wished you to adopt ; and the ser- vices rendered by your squadron in protecting Point Isabel are highly appreciated.
