In replying to the request of the Sacred Congregation for an accurate statement regarding the condition of the Church in the new Republic, he realized that he might have to say things which might be misinterpreted at Rome, but he thought it best to speak out frankly because otherwise the reorganization of the Church here would not be begun safely and efficiently.
