8o THE NATION AND THE SCHOOLS Act of May, 1914, which made in 1915-16 an annual appropriation of $1,113,490 to the states for agricultural extension work, including the support of "Farmers' Institutes." The states added $1,364,356 for the same purposes. These latest appropriations would seem to complete in a fair way the Federal subventions for the work of the colleges of agriculture and mechanic arts.
The Smith-Hughes Act' of February, 191 7, provides for industrial and agricultural work, but
...with this later legislation, the Federal stimulus passed from the colleges to schools "of less than college grade." The colleges of agriculture and mechanic arts, starting at the zero point on January i, 1863, have had a most remarkable growth, notwithstanding the fact that they have been pioneers in a new type of education opposed in many ways to the ideals of existing institutions.
The benefits of the act of 1862, or later benefits as a substitute, have been accepted by every state, and ^ty-three institutions are to-day thus aided.
