The European Governments are by Treaty empowered to secure for their nationals, liberty to trade with the native peoples of the Congo. But this liberty becomes inoperative in practice if the native peoples of the Congo are not free to collect and dispose of their produce in trade with Europeans. Consequently the first condition the European Governments are required to ensure is that the natives of the Congo shall be recognised as possessing the incontestible right to deal in commerce with Europeans, which they can only do through the collection and sale of natural products.
