" But it is evident that, long before such dis- tinct social integration had been reached as is implied by the possession of territory, leadership, culture, and other interests in common, there must have been developed some means of social control persistent and powerful enough under all conditions to curb the few for the benefit of the many. Nothing known to his- tory has been able to tame the "bete humaine, " to curb man's^ego- istic_mterest_like religious considerations.
