I know well enough the char- acteristic defects of this, the upper side of the New Education in the South, and appre- ciate the great advance that has been pos- sible in Baltimore, Washington, and St. Louis, and now in New Orleans, through the gift of several millions of dollars by Southern men like Hopkins, Pratt, Tnlane, Corcoran, and the noble group of men who have founded the Washington University of St. Louis. But until I see how a Northern State would do better things for the children und...er similar circumstances, I must be par- doned for my unaffected admiration of this prodigious undertaking of the leading Southern people since the close of the great war. But the Southern people have not paused with this attempt at the reconstruction of the secondary and higher education for the white race. Beyond this, of their own no- tion, in every State, within the past ten years, the people's elementary common school for white and colored children has been placed on the ground, defended through the dangers of its infancy, made better every year, until it has become a vital institution of Southern civilization.
