ment regards virtue as the foundation, and wealth as the superstructure.
Mencius says: "When the rulers and ministers are only seeking gain the nation is in danger " He also says: "There is no benevolent man who neglects his parents, there is no righteous man who helps himself before his ruler." From this it is apparent what is most important.
