Volunteers : SIR: It is made my duty, by act of Congress, approved July 22, 18G1 as see " Revised Army Regulations/ p. 521 to report to you " at the end of each quarter, the moral and religious con dition of the regiment, and such suggestions as may conduce to the social happiness and moral improvement of the troops. 7 There are difficulties in the way of a complete discharge of this duty. I mad...e mention of them in my last report, to which I beg leave to refer you, as the circumstances of situation therein no ticed are not materially changed.
While I think it safe to say, as gleaned from the testimony of those who have visited several camps, that the moral condition of this regiment will compare favorably with that of any other in the volunteer service, I am not without hope that a very de cided improvement may be made in our men.
Many in this command have been unavoidably subject to some of the most alluring and fatal temptations that could be spread before a soldier.
