We do not
... propose, by this bill, any act of aggression against Great Britain upon this incidental point. Still less do we undertake, by aggres- sion in regard to this point, to bring on a resort to arms to enforce a Set- tlement of the main point. The bill is purely a defensive measure. And we have no choice in this matter. We . Must, of necessity, withstand ag- gression in the thing, and upon the issue, presented to us by the aggre^ssor. And if Sir John Harvey presumes to invade the State of Maine in the as- sertion of this claim, snd he is upheld in this by his Government, the fact that it is an incidental question, or that the right in it is less incontrovert- ibly with us than upon ihe main question, will, in no sort, weaken the strength of our cause in regard to that, which, after all, would be the true ground of hostilities, — namely, the unfounded and iniquitous claim on the part of Great Britain to the ultimate sovereignty of one third of the State of Maine, a claim which is denounced and repudiated by us on ail hands.
